The government was fired, and Hosni Mubarak, who ruled the state for 30 years, was overthrown. As a result of these events, the most organized opposition force, the Muslim Brotherhood organization, came to power in the country. It’s political wing, the Party of Freedom and Justice, won the parliamentary elections, and Islamist Muhammad Mursi became the President of the Republic. The rise of the radicals to power, although in another region, was contrary to the Military Doctrine of the Russian Federation, adopted in 2010. Nevertheless, Russia had to build a dialogue with the new Egyptian authorities. Relations developed slowly, and some of Muhammad Mursi’s proposals to improve cooperation between Moscow and Cairo seemed to be provocations. For example, the President of Egypt proposed exporting gas to Russia. Also, Muhammad Mursi once broke off diplomatic relations with Syria, the key ally of Russia in the Middle East.
