Секция VI 108 Ex Oriente Lux The overthrow of the Egyptian President was on time. With the resignation of Muhammad Mursi’s politics, Russian-Egyptian relations improved. However, this does not mean that over the past time, the interaction between the two countries has been in all the disadvantageous Russian side. In particular, Russia received an invitation to participate in the construction of a modern Al-Dabaa nuclear power plant in Egypt, and a joint uranium-mining project was developed. Nevertheless, despite the presence of some positive aspects in Russian-Egyptian relations, this was a non- intensive interaction. In the summer of 2013, there was a counter-revolution of the military, and in connection with this, completely new prospects emerged in the cooperation between the two countries. Due to continuing consumer attitude to this continent Africa has become a part of the world that a huge amount of international organizations and states consider as the most problematic. Relevance of this issue is high because nowadays Africa is a distinguished element of IR that can influence on worldwide processes. At the same time developed states, trying to prevent unfavorable impact, recover the ideas of colonial policy but in an original way. The waves of decolonization, which had been in the second half of the XX century, did not manage the flow of independence to the logical end but brought a new character of international dependence that is called neocolonialism. Hence, in spite of the actual independence of African population, the African peoples are firmly becoming financial addicted to the North. The entire danger is characterized as obscure enslavement of this region by financial support of the third states. And the most part of activity done by American, European and Middle East governments often leads to deterioration of a situation in the certain country and the whole continent as well. And despite the huge number of attempts made to form an Europe-independent organizational body Africa has failed. The great instances are South-South Cooperation work that in 2009 has officially proclaimed the new type of partnership called triangular cooperation, and NEPAD program criticized for active agitation for cooperation with European states. Hence notwithstanding that the North strongly maintains African region, as the result there is Africa represents the most hazard, corrupt and poorest states in the world which have the system crisis started in the end of XX century.
